When COVID-19 created widespread economic and social disruption, the U.S. federal government introduced the American Rescue Plan Act (ARPA). This included the Coronavirus State and Local Fiscal Recovery Funds program. The program delivered approximately $350 billion to state, territorial, and tribal governments.
